Rice Island is an exploration of artistic and proactive artistic+technological interventions to one of the world's problems - that of global food supply.

TITLE: RICE ISLAND CONCEPT: The concept is to create a floating rice paddy off the pier of an island made of collected plastic water bottles tied together to form a sizeable floating island and on this island, plant newly developed saline-tolerant varieties of rice. The rice plant will be harvested before the end of the festival. The artist would like the local farmers to be involved In this venture, for the planting as well as the harvesting and the eating of the rice. CONTENTS: Recycling, Saline-Tolerant rice variety, Community Engagement. PRODUCTION PROCESS: Plastic water bottles will be collected over a period of a a few months from all the islands of Setouchi. These water bottles will then be tied and packed together by the artist, his team, a well as volunteers. The packed water bottles will be tied together to form a floating island, pastly washed by the sea. The rice plants will be sourced from a partner institute, the International Rice Research Institute (IRRI) located in Los Banos, Laguna, Philippines– and planted on the island. The rice plants will grow over a few months till it is ready for harvest, at which time the artist, his team and volunteers will harvest the rice, cook eat and celebrate a successful harvest in a public feast. MATERIALS: Plastic water bottles; Nylon ties; Anchor for the Island; Saline-tolerant Rice seedlings; Soil; Water tubes; harvest equipment. SIZE: The artist would like to use a shape for the island that is copied from the shape of the most ritually-important rice-field on the island. The size of the floating island will depend on the amount of collected water bottles but should not be less than 1,000 square meters. PRODUCTION AND INSTALLATION SCHEDULE: Schedule (tentative): Collection of plastic water bottles: 6 months Mobilization with partner institutions: 3 months Actual work: Sorting of water bottles: 2 weeks Packing of water bottles: 2 weeks Fabrication of island: 1 month Installation of island at sea: 3 weeks Rice planting: 1 week A 28 San Lorenzo Drive, San Lorenzo Village, 1223 Makati City, Philippines T +63 2 8944633 M +63 9081603111 E joaquinpalencia@gmail.com U www.joaquinpalencia.com p2/3 ESTIMATED BUDGET : Materials US$ 8,000.00 ¥639,400,00 Artist and Assistant Airfare 5,000.00 ¥399,625.00 Accommodation and Food 7,000.00 ¥559,475,00 Transport of rice seeds to sprout near site 1,000.00 ¥ 79,925,00 Permits/Taxes/Fees 500.00 ¥ 39,962,50 Production and Installation 5,000.00 ¥399,625,00 Harvesting and Public Feast after harvest 3,500.00 ¥279,737,50 TOTAL US$ 30,000.00 : ¥2,397,750.00 A 28 San Lorenzo Drive, San Lorenzo Village, 1223 Makati City, Philippines T +63 2 8944633 M +63 9081603111 E joaquinpalencia@gmail.com U www.joaquinpalencia.com
